
SSC is currently serving as the Lead Capital Construction provider for BART’s Capital Construction and Maintenance program, delivering essential planning, scheduling, and execution services for key track outages and system-wide shutdowns. SSC’s role is critical in ensuring that both capital improvement projects and routine maintenance are executed efficiently and with minimal disruption to BART’s operations.
Key Responsibilities:
SSC takes full responsibility for the management and coordination of all maintenance and capital work planning and approval processes, directly engaging with a variety of divisions and crafts to deliver complex, multi-disciplinary projects. These include:

Track: Overseeing rail and tie renewals, track realignment, and other key track improvements to maintain system safety and efficiency.

Traction Power: Coordinating maintenance and upgrades to the traction power system, ensuring continuous power supply during capital work and minimizing service disruptions.

Train Control and CBTC (Communications-Based Train Control): Managing the installation and upgrade of advanced train control systems, including CBTC, to enhance operational efficiency and safety.

Structures, Buildings, and Grounds: Ensuring that station buildings, elevated structures, tunnels, and other critical infrastructure are maintained and upgraded as necessary.
Coordination with Operations and Outage Planning:
A critical aspect of SSC’s role is the seamless collaboration with BART’s Operations team to strategically plan and manage track outages and system shutdowns. This involves detailed coordination to minimize disruptions to service and ensure that alternative plans are in place for BART's daily commuters. SSC works closely with Operations to develop:

Outage Planning: Detailed planning of track outages and shutdown windows, coordinating with all relevant crafts and departments to ensure that work is completed within approved timeframes and with maximum efficiency.

Interim Operating Plans: SSC helps Operations develop interim operating plans during outages, including adjusted service schedules, alternative routing, and communications plans to inform the public and minimize inconvenience. These interim plans ensure that BART can maintain reliable transit services, even during significant capital work or maintenance activities.

Bus-Bridge Planning: For more extensive outages where full train service cannot be maintained, SSC plays a key role in coordinating with BART Operations to plan and execute bus-bridge services. This involves detailed planning with local transit agencies to provide temporary bus services that bridge closed segments of the rail system, ensuring passengers can complete their journeys during shutdowns. SSC works to align these temporary services with outage timelines to reduce wait times and keep passenger flow steady.

Stakeholder Communication: SSC provides consistent communication and updates to BART leadership, contractors, and external stakeholders, ensuring that everyone is aligned on project timelines, progress, and any potential delays or issues. This includes working closely with local transit agencies to coordinate bus-bridge services during major shutdowns.

Scheduling and Progress Tracking: SSC is responsible for developing and maintaining detailed work schedules and progress tracking systems to ensure all planned work is completed within the designated outage windows. This helps prevent costly overruns or delays and ensures that all involved teams meet critical deadlines.
